In an effort to reduce the risks associated with the controversial natural-gas drilling method known as hydrofracking, Gov. Andrew M. Cuomo is pursuing a plan to limit the practice to several struggling counties along the Pennsylvania border, only in towns that approve the technology, Danny Hakim reported in The New York Times on Wednesday morning.
